How can we explain the gap between grand visions of E-Learning and Virtual Universities and their modest manifestations? Based on a detailed case study, this dissertation claims that the underlying dynamics of E-Learning in Higher Education is that of "Vision Erosion" in which visions are eroded by existing power structures and institutional arrangements. This work uses Actor Network Theory to study the relations between Higher Education and Technology, and comes out with surprising and insightful results.
