Army Intelligence was not merely a supporting actor in the occupation, it shaped the American presence in Germany. By suppressing Nazi subversion and monitoring the German Communist Party, intelligence provided breathing space for the fledgling German democracy. In creating a pro-American West German intelligence service, the Army's covert operatives established a lasting security link between victor and vanquished.
