Also consulted were primary sources from the Army's Command and General Staff College and Headquarters, Forces Command. The study concludes that readiness determination is hampered by the lack of a well-defined, measurable definition of readiness. This fact coupled with the lack of available training time and the need for a more comprehensive training effort results in Reserve Component units ill-prepared for their commitments. To solve this dilemma the national military and civilian leadership must follow through with the concept of the Total Force policy and provide guidance and resources to ensure combat readiness of early-deploying combat units.
