Based on the observation that the status of public company operating under a monopoly of the telecommunications network cannot provide a satisfactory response to the growing and diversified demand for telecommunications services, the State of Mali has decided to partially withdraw from the capital of SOTELMA. This opening up of the market has given other operators the opportunity to intervene in the same sector in order to stimulate competition with a view to promoting innovation, quality of service and lower prices for users. This dynamic involving a multitude of actors from different backgrounds and interests, in a potentially competitive environment, is subject to many conflicts, hence the need for an ex-post regulation whose sound management determines the dynamism and balance of the sector.
