Under the provisions of the Constitution framed in 1787 the Senate met for the first time on the fourth day of March, 1789. The quorum required by the Constitution was not obtained until the 6th of April, when tie Senate was organized by the election of John Langdon of New Hampshire as President pro tempore and by the appointment of a Secretary and other subordinate oflScers. From that day to this the Senate has never been, legally speaking, reorganized. It has been in continuous and organized existence for one hundred and thirty-two years because, two-thirds of the Senate being always in office, there never has been such a thing as a Senate requiring reorganization, as is the case with each newly elected House.
