This work deals with the action of international organizations in the face of pandemics and attempts to demonstrate, firstly, that these subjects derived from international law act against pandemics in a doubly adapted framework. On the one hand, international organizations can adapt their working methods. This adaptation is illustrated by the example of the United Nations, whose main bodies have adopted new working methods to deal with the exceptional situations created by the COVID-19 pandemic. On the other hand, international organizations are likely to adapt their normative and operational responses. This adaptation is illustrated in particular by the normative actions of the WHO, which revised the IHR in 2005 and adopted the PIP Framework in 2011. It can also be seen in the normative actions of the UN and in the operational actions deployed by international institutions such as the World Bank and the IMF.
