The work demonstrates that the success of an effective inclusive education education programs that suits young people with disabilities in Rwanda, is still depend on the clear-sightedness of the education planners, the implementation mechanism thoughtfully put in place to counteract the ills of flaw policies and ineffective education managements, while promoting healthy partnership with active grassroots community actors that are able to respond correctly to the local needs and priorities.
