On September 25, 2015, world leaders adopted 17 Sustainable Development Goals (SDGs) and 169 targets. On December 12, 2015, they adopted the Paris Agreement. This document aims to help all governments, the private sector, civil society and academia to better plan the implementation of the SDGs in a simpler and more effective way. Indeed, after the Millennium Development Goals (2000-2015) determined by world leaders, the Sustainable Development Goals (SDGs) come from the United Nations, civil society and other actors before being adopted by world leaders for (2015-2030). The national voluntary reports of 2016-2018 show that the implementation of the SDGs is difficult for governments but yet it is very easy if they have made necessary reforms by creating a national multi-stakeholder SDG institution, sub-national institutions and municipal SDG centers under the supervision of municipal committees. The mission of these SDO centers will be to work horizontally with the population under the leadership of a center coordinator who has 3 departments: social, economic and environmental.
