He figures he'll die on the battlefield, since the only woman he loved was killed by a sniper Harper had been following in North Africa, where Lydia worked as a special State Department envoy. He managed to eliminate the sniper, but wasn't in time to save his lady. He's given a billet to form a special Silver Team group of older SEALs, some retreads and some heading that way, to eradicate future terrorist cell leaders before they come to power.
