In Toronto, Sergeant Robert Monroe takes special interest in the case when his supervisor brings it to his attention. Troubled by events of his past and struggles with drug addiction, he's been away on stress leave for several months but news of the dead native boy in Nova Scotia catches his interest. It presents a chance to make a difference somewhere, to do something that matters. He flies out immediately to meet the local field office chief Bill Mackenzie aka "The Old Bear", and together they begin the investigation.

Meanwhile, Alex Carson, a reporter with the Globe and Mail is in town writing a story on the town's famous clam fishing company and its new CEO. Fisherman's Union, Local 039, is up for contract negotiations and threatening to go on strike, while CEO Edward J. Hampton his his own plans to build a new hotel and spa resort on land near the reserve.

Monroe and Alex become friends when they meet at Ronnie's Pool Hall one night and talk over drinks. Their separate narratives intersect and combine to uncover the truth of who and what is behind the abductions on Snake River. Some speak of a wendigo stalking the highland wilderness at night looking for bodies to devour. Others say it's just a man out there, a monster living among us. But what they uncover in the end defies belief.
