The present work is a qualitative study with the general objective of identifying and analyzing how the actors involved with the theme influence the entry of the theme to the governmental agenda and there is a brief comparison with the Uruguayan case, which is a success story in Latin America due to the reduction of maternal mortality to zero after the legalization of abortion. Currently, the numbers of abortions performed in Uruguay are proportionally similar to Scandinavian countries, and as most countries that allow the practice are developed, this makes Uruguay a reference in the policy due to its proximity to Brazil, as well as the results achieved even though it is not a developed country. The interviewees are researchers on the subject and for data collection we used semi-structured interviews. Among the aspects that permeate the theme, a historical review of the Brazilian legislation on the subject was made and an analysis of how the actors: feminist movement, civil society, religious entities and the medical community relate to the abortion issue.
