This book about the code of ethics and worker behavior is not just a work but it is trying to submit these provisions set out by the mentioned Azhari scientist. This book seeks to gather the information that may be necessary for a code of ethics and worker behavior which represent basic for all successful works as there is no point of any civilized progress not based on moral grounds. In this book, we tried to highlight that morality improves behavior and acts, and these acts and behavior brighten the personality up as the worker personality varies from one person and another as a result of variation in behavior. The worker behavior shall be subject to a rule called "Obligation" which we seek to be achieved by this book, obligation with the code of ethics that contribute to developing human resources in order to produce works effectively. The absence of the concept of positive work ethics is an element affecting negatively on human development which reflects negatively on implementing development programs in the economic, social and organizational aspects. Since we are aware that many books and researches addressed this subject theoretically, I seek, in this book, to cover something new (invented) like an administrative philosophy to be a practical mechanism for applying these morals in worker behavior. Obligation with the code of ethics shall be a responsibility followed by a penalty. Such responsibility based on obligation, in case the obligation being missed, responsibility shall be missed accordingly and if responsibility being missed justice and rights shall be lost. Therefore, we address and explain what stated theoretically and set out this administrative philosophy and formulate it in an implementable Islamic theory. This book also shall be working to form controls to establish Islamic ethics for staff so, this book gathers between theory and practice under the Islamic law.
