This study has two aims. Firstly, to consider the challenges facing primary schools as they move towards a new century and a new millennium; and secondly. to celebrate the work of primary schools and note their unique qualities and achievements. Within these broad purposes are four specific aims: to examine the changed and changing circumstances within which primary school education is now set; to explore the organizational features of primary schools an dtheir potential for dynamic development; to outline specific strategies to meet the challenges of the future; and to consider the nature of the educational leadership that will be required.
