It analyzes whether or not there is a serious lack of fighter experience among pilots in combat units. The value of the experienced pilot in combat situations is discussed and some fighter force management changes are recommended. The general conclusion of this study is that fighter force management policies and procedures should be revised so that the maximum number of experienced pilots will be available to fight what is likely to be an intense, 'come as you are' war. Recommended force management changes include assigning the bulk of the aircrew replacement training mission to Air Reserve forces, decentralization of some aircrew training programs, and the decentralization of several staff functions.
