Description
German Structural Pacifism examines how Germany's lessons of the past influence German security policy through the lens of cultural trauma since German reunification. This approach, is both novel and timely for exploring German security policy, especially given the current criticisms of its perceived contradictions in the context of the Russia-Ukraine War. Germany's lessons of the past, which form the basis Germany's security policy identity, provide contradictory "right ways" for Germany to overcome its authoritarian past. These prescriptive narratives serve to legitimate political interests in security policy decision-making. Reconciling competing political interests and contradictory narratives results in a "reverse consensus" by which "the right way" to do security policy is prioritized over its effectiveness. This argument is demonstrated over the years of 1990-2013, following the reform of the Bundeswehr and the first deployments up to the end of ISAF in Afghanistan.
