In 2053, Canada is a matriarchal and cosmopolitan society where people are discriminated on simple things like whether they own a car. Paulo, a melancholic police detective born in Angola and raised in Portugal, has been demoted from corporate crimes investigations to homicide. Ana, Paulo's captain and lover, can't even defend him against the authorities with how seriously he screwed up his last case. Daniel lives in Montreal, a city overcrowded with climate refugees. He works under a contract program that uses twisted legal logic to relegitimize slavery. In the pouring rain, he abandons his service contract. Wanted by the federal government under the "threat status protocol" which uses an algorithm to evaluate the risk an individual poses to society, he flees into the northern slums joining a resistance movement. Paulo is assigned Daniel's case, who has become a suspect in a tobacco dealer's murder. But Paulo is preoccupied with the coverup that got him demoted. His last case to the World Trade Organization had uncovered mass corruption in the recent sale of the police force to a Chinese corporation. He has to decide where his loyalties lie.In a tango of politics and rage, Paulo and Daniel's very different lives collide.
