Description

The aim of this paper is to analyse the formation of proportional coalitions between political parties. Based on existing rules and institutions, it looks at how parties seek to achieve representativeness. To this end, a case study is carried out in the municipality of Matão/SP. The ideological consistency of each coalition formed is checked (according to a methodology that is explained and detailed), as well as which formats appeared most and elected the most councillors in the municipality during the period in question. The aim is to contribute to understanding how political parties have entered the Brazilian electoral contest, especially at municipal level. In Matão/SP, for example, since 2004 there have been no more councillors elected on their own (by a non-coalition party). Finally, it is also examined whether the constant variation in the number of seats on the Matão City Council has generated a certain type of behaviour among the political parties. Other aspects of our electoral system, such as the calculations that convert votes into seats (electoral and party quotients) are also analysed. This monograph, now published as a book, was supervised by Professor Maria Teresa Miceli Kerbauy.
