Benin, like several African countries, has undergone reforms of its territory and administrative institutions. The democratic option taken by the country since the national conference had as its first political consequence, the decentralization of territorial administration. This led, among other things, to the signing of several types of partnerships, but the results after these years of decentralization leave much to be desired. The municipality of Adjarra has a population with a majority of low educational level, with more than half of the population not having gone beyond primary school. It is relatively poor, if not very poor, in terms of infrastructure to educate, cultivate and entertain young people. The objective of this work is to analyse the impact of central government management on the contribution of TFPs specifically on the management of the Adjarra commune. The results show that the country's socio-political climate and the mode of resource management at the central level condition the contribution of partners and, at the same time, decentralized management. In this sense, the credibility of the central government's management is a determining factor in the trust placed in it by the partners.
