They live in Maryland, close to the capitol and own a vacation home in the congressional district represented by Delia's chief Whack-PAC opponent. This opponent plans an incinerator-recycling plant based very much more on corruption than public need. Delia fights for her Whack-PAC and against the incinerator-recycling plant as her congressional nemesis musters opposition to Whack-PAC while seeking support for his corrupt pork project. David's television interviews of a sex symbol movie actress and a totally inarticulate NBA basketball star provide comic relief in Capitol Gains.
