Therefore, it is necessary to implement a computer tool that can automate the process, streamline it, reduce the effort of planners and have the information stored correctly and securely in a database. In the research, a deep revision is made about the historical process through which the allocation and control of resources in Cuba and mainly in the province of Ciego de Avila has gone through. It is deepened in the informatics tools used to develop similar management systems.
